Responsibilities

Related Management Company (RMC) manages a nationwide and diverse portfolio of multifamily housing. This residential portfolio includes multi-layered HUD (e.g., Section 8 and 236), LIHTC and 80/20 properties. The Senior Director of Compliance oversees day-to-day compliance support and resources (involving compliance, fair housing and other matters). In addition, the Senior Director of Compliance provides RMC executives with strategic insight, guidance and risk awareness associated with regulatory program obligations, case law and trends.


The role includes Fair Housing Officer responsibilities, as RMC has a national residential building portfolio that is affected by Federal, State and local Fair Housing statutes and regulations.


This role will report directly to and work closely with the General Counsel of RMC, with dotted line interface with Related Companies Chief Legal Officer and residential Development and Operations executives.

Core Responsibilities

Update, Develop and standardize procedural guidelines for administering and maintaining compliance with all affordable housing programs in the Related portfolio, including but not limited to management, tracking and response procedures for MORs, REACs, general agency inquiries and lease-ups.
Pursue and maintain current, comprehensive knowledge of all affordable housing compliance programs present in RMCs current or potential portfolio, ensuring awareness of and procedural guidelines for administering and maintaining compliance with those programs.
Act as RMCs Fair Housing Officer, provide guidance for all RMC Teams on an as needed basis to interpret complex fair housing requests, provide alternative solutions, and assure appropriate, timely responses. The Senior Director of Compliance collaborates with RMCs Fair Housing Counsel.
Stay abreast of changes in relevant affordable housing, rent regulation and other laws and regulations applicable to the multifamily real estate industry and initiate training to facilitate appropriate changes company wide.
Assist in preparing and submitting HUD documents, such as Management Entity Portfolio, Project Owners Certification for Owner-Managed Multifamily Housing Projects, Affirmative Fair Housing Marketing Plans, Tenant Selection Plans, and lease packages, etc.
Work with Owners, Asset Managers, Operations, Regional Vice Presidents and Regional Managers to design, assign, schedule, carry-out a comprehensive internal audit function with appropriate follow-up to monitor and assure company-wide compliance.
Prepare and update Compliance Narratives to summarize regulatory as well as state, city and local requirements for properties.
Prepare, with assistance from compliance staff, managers and Regional Managers, for MOR and other relevant agency audits. Assist in drafting and reviewing responses to audit findings and provide follow-up to local teams to ensure ongoing compliance.
Provide Relateds training team with requirements for singular or upfront training requirements for sites and corporate employees associated with mitigating identified compliance risk factors.
Partner with our operations teams and training group in assuring that our front-line staff and their managers have up-to-date, comprehensive, training resources to support their operations in the areas above and others as they are identified.
Review training department reports to assure all required training is being taken as scheduled and notify officers timely if not the case

Qualifications

At least seven years of affordable housing compliance experience (e.g., Section 8/236/LIHTC/Bond/multilayered programs)required;
Bachelors Degree in related field or equivalent, JD or other advanced degree helpful but not required.
Effective communication skills; ability to interface effectively and professionally with executives, owners, asset managers, agency representatives and department staff;
Ability to prioritize, track and manage multiple tasks;
Ability to work effectively independently and as part of a team of professionals;
Ability to review, interpret, and apply government regulations;
TaCCs,COS, BOS, AHM or other widely-known affordable housing compliance certifications preferred;
Must be willing to travel up to 40%.
